Do Legislatures Matter? Strengthening Governance in Africa
In countries recovering from armed conflict with weak governance structures, a strong executive branch of government is often the most efficient means of consolidating the state and rebuilding. At the same time, social norms in modern democracies require a legislative body to represent the people and develop legal frameworks. But, how effective are legislatures? Do they have an impact, positive or negative? Are they efficient or worthwhile mechanisms for development? With particular attention paid to reconstruction in fragile states, this research will explore these questions and develop realistic policy options for national governments and donors alike.
